Taekwondo Australia
Important Notice

Taekwondo Australia has been made aware of an email circulated in Queensland which contains statements by STA Chairman, Mr Kotsifas purporting to represent the contents of a communiqué from the International Olympic Committee (IOC) in regard to proposed merger talks between TA and STA.

Mr Kotsifas has made several statements which detract from the spirit and the true content of the letter from the IOC.

The IOC’s letter states “.. we recommend that the parties meet on the occasion of the upcoming Combat Games to be held in Beijing in early September. The objective would be to obtain an agreement from TA and STA for a merger between the two organisation, so that all TA and STA athletes have the possibility to compete in the qualification events for the 2012 London Olympic Games

What Mr Kotsifas has failed to advise, is that the IOC and the WTF have also agreed that if the agreement cannot be reached, then the matter will be referred to the Court of Arbitration for Sport (CAS).

Taekwondo Australia will send our negotiation team to Beijing and negotiate in good faith for the best possible outcome for the Australian Taekwondo family. Failing an acceptable resolution, then the matter will be referred to the independent body being CAS for ultimate resolution.

We regret that we again are obliged to disclose what should have been private and confidential correspondence, but given STA’s inaccurate statements, we have been left with no choice.

Taekwondo at the Pan Pacific Masters Games

Taekwondo will be one of the major sports on the program at the 7th Pan Pacific Masters Games to be held on the Gold Coast in Australia from 6 to 14 November this year.

Being held on the Gold Coast also means that participants can enjoy the golden sands of the surf beaches, choose from a huge range of accommodation for all budgets, visit the exciting theme parks and relax at some great restaurants, bars and cafes.

Entries for the Pan Pacific Masters Games will be open in May at www.mastersgames.com.au  re information here.

Fight for Life Seminar
We now have FFL seminar registrations online at our website
www.fightforlife.org.au so if you could inform your students (and anyone
else) that that "Registrations are Open!"would be great. There is also a
cheaper earlybird registration that expires on 30th September. The
actual program for the weekend will be decided upon next month - this
allows for additional instructors to come on-board.

Athletes First
S.T.A use the words (Athletes First) to promote their organisation as been there for the Athletes.
Well I submitted a request for S.T.A membership through Mr Glyn Thomas from Gisborne Taekwondo along with another 4 of my members. I also submitted applications to S.T.A for my members and myself to compete in the Australians Poomsae Selections.
Well on Monday the 19th July my application was returned to me with a letter stating that STA had decided not to proceed with my membership application at this point of time giving no reason. However, STA accepted my members applications which allowed them to compete in the Australian Poomsae Selections.
STA acepted a membership application from Mrs Joyce Stivala who was down to compete in two pairs events with me at the Australian Selection. As STA would not allow me to compete Mrs Joyce Stivala then decided to withdraw from the competition and requested Mr Glyn Thomas to advise STA so that they could arrange to refund her application fee's.
Mr Glyn Thomas emailed STA on the 20th July requesting Mrs Joyce Stivala's refund.
I have asked STA for the reason they did not accept my application for which I hope to get a reply in the near future.
Has anybody else had this problem.
Athletes first, I do not thing so.

Taekwondo Classified as Category 2, Optional Sport at Commonwealth Games

Taekwondo has been classified as a category 2, optional sport at the Commonwealth Games. The Olympic sport of taekwondo, thus, stands a good chance of being on the official program of the 2018 Commonwealth Games at the earliest.

The Commonwealth Games Federation (CGF) recently sent a letter to the World Taekwondo Federation on June 14, 2010 to inform the worlds taekwondo governing
body of its decision to classify taekwondo as a category 2 sport.

The CGF has three classifications of sports: core sports (Category 1), optional sports (Category 2), and recognized sports (Category 3). Under the current CGF regulations,
the Commonwealth Games must include a minimum of 10 core sports on their program
and they can then include up to an additional seven from a list of optional sports, with
a maximum of four team sports on their program.

The CGF decision came just five days after a four-member WTF delegation made a sport presentation for the CGF officials in London on June 7. Among the WTF delegates were Mr. Philippe Buedo, chairman of the WTF Games Committee; Mr. Anthony Ferguson, president of the Caribbean Taekwondo Federation; and Dr. William Darlington, secretary general of the Commonwealth Taekwondo Union.

On behalf of the CGF, I write to thank you for the detailed submissions provided and
the subsequent representations by your colleagues in London last week pertaining to the above,
said Mr. Michael Hooper, chief executive officer of the CGF, in a letter dated on June 14, 2010 and sent to the World Taekwondo Federation.

The CGF CEO continued to say in his letter, In approving the classification of taekwondo as a category 2 sport, both the Federations Sport Committee and the Executive Board were pleased to note the ongoing commitment being made by the sport through its development programs across the Commonwealth, as well as the innovative changes being made through the sport presentation aspects of the competition.

By becoming a category 2 sport, taekwondo is now eligible for inclusion by prospective candidate cities within their selection of up to 7 additional sports from the broader list of category 2 sports, i.e. additional to the 10 core sports and you should now look to work with candidate cities for future editions of the Games as they develop their bid proposals, the CGF head said.

The Commonwealth Games, which date back to 1930, are a unique, world-class, multi-sport event which is held every four years.

The next Commonwealth Games, the 19th edition, are scheduled to take place in New Delhi, India on Oct. 3-14, 2010, with 17 sports on the official program. The 20th Commonwealth Games are to be held in Glasgow, Scotland in 2014. Hambantota in Sri Lanka and the Gold Coast in Australia are competing to win the right to host the 2018 Commonwealth Games.

On the CGF decision, Mr. Ferguson, who also serves as vice president of the Pan American Taekwondo Union, said in his letter to the WTF, "This is not only wonderful, but inspiring indeed. I did not expect the decision would come so soon."

"Better still that we went straight to Category Two. During our presentation, they (CGF officials) joked that we should probably go straight to Category 2 rathe than three," Mr. Ferguson said. "That it in fact happened this way is a testament to the vision and work of the WTF and that of our leader (WTF President Chungwon Choue). I have no doubt that in time, we would become Category One."

"It vindicates what we were saying in that people only have to be informed of the wonderful work of the WTF to be impressed," he continued to say. "Clearly they (CGF officials) were impressed by the Taekwondo Peace Corps and subsequent proposal of a Sport Peace Corps; electronic chest protectors and video replay system, and the various uses for which the Reform Fund is intended."

In a meeting with CGF officials both at the 2008 SportAccord Conention in Athens, Greece and at the 2009 SportAccord Convention in Denver, the United States, the WTF expressed its interest in joining the Commonwealth Games.

Several international sports organizations, which are responsible for the operation of multi-sports games, have decided in recent months to put taekwondo on their official programs.

At its General Assembly on April 26, 2010 in Dubai, the International Masters Games Association (IMGA) announced that taekwondo will be on the official program of the 2011 European Masters and the 2013 World Masters Games. The International University Sports Federation (FISU) decided at its Executive Board meeting in November 2009 to put taekwondo on the official program of the 2017 Summer Universiade and onwards as a compulsory sport. Taekwondo will also be an official sport at the 2013 Mediterranean Games and onwards.

IMPORTANT INFORMATION REGARDING T.A AND T.V.I COMPETITIONS

1. Change of date for Victorian Poomsae Championships
The date on the calendar is the 21st and 22nd of August.
Unfortunately, these dates are not available at the SNHC, and they
have booked us in for the 15th August, from 8 - 5.
We are currently looking for another venue for the second day of
selections, which will be held on either the 21st or 22nd August.

As soon as we have confirmation this will be advised.

T.V.I apologies to all affected, but can you please change your calendars
and notify your students.

2. You will all have received an information package about the National
Championships and the National Ranking Qualification Championships
from TA.

Unfortunately the information in these packages are incorrect in two
ways:

1st the patterns listed for the 2nd Senior event state the required
patterns are from Taeguk 8 to Chonkwon.  This is incorrect.  They have
not changed, and are still from Taeguk 6 to Shipjin.  (Note - this is
ONLY for the Qualification competition).

2nd on a smaller matter, the dobok rule of having a TA badge is
mentioned, but there is no mention of the dobok for poomsae being a
"plain" dobok.   ie - no stripes on the shoulders, arms or legs are
permitted (as per WTF rules)  It was perhaps an unfortunate choice to
have a photo representing Poomsae, with a dobok with stripes on it.

Hopefully TA will soon correct these oversights in an update, but I
wanted to make sure you were all aware of this.

NB - the uniform requirements (TA badge, no stripes) will be enforced
at the Victorian selection competition.

SEYMOUR GRADING CHANGE
Due to the Korean trip and a couple of other competitions the Seymour grading has been moved to the 25th July. We apologise for any inconvience. hope to see you at the grading.

TAEKWONDO VICTORIA

Team members included Tracey Burge, Chris Conboy, Declan Curwood, Lewis Kambouris,
Matthew Contin, Amanda Tripptree, Sachin Pathmaperuma and Sammy Scaffidi.
I would like to thank the parents, Glyn Thomas, Lee Thomas, Troy Johnson and the rest of our members who assisted on the day.
Congratulations to our referee's Spiro Papamikroulis and Phillip Andis for a job well done.

We have now started our Saturday afternoon fight training sessions at the Craigieburn College. As an incentive the junior fight squad will qualify for a special Koryo T/Shirt after 8 training sessions.

COMPETITION UPDATE

Please find information to assist the smooth running of our State taekwondo Championships, the schedule is not exact although we do try our best to get this reasonably accurate. This information is provided to assist athletes, coaches, officials and families with preparations for what we hope is an enjoyable few days.

Uncontested athletes will be automatically reimbursed through the online system. Athletes can check the up to date players list to see if they are matched or otherwise through this website www.peopleinaction.net.au

All persons over the age of 6yrs are required to forward $5.00 to gain entry to the stadium. Event staff and officials will be reimbursed through the competition administration processes.

Coach passes
Taekwondo Victoria supports the Victorian Government’s Code of conduct for community sport and in line with this is introducing a new process for coaches to gain access to the competition area.

These measures are to protect the integrity of our sport and ensure our sport is safe, welcoming and inclusive. Equally everyone plays a part in ensuring their actions and behaviors’ are supportive of these values.  Coaches in particular have an important leadership role within our sport, and greatly influence the culture of their club members and their behavior.

As a condition of participation ALL coaches will be required to attend the coaches briefing, at this briefing coaches will be issued an event pass.

NO ATTENDANCE – NO PASS – NO ACCESS

While it may be inconvenient for coaches to have to attend the briefing, please remember this is your responsibility to attend and this will be strictly enforced. Please ensure your club is not inconvenienced by non compliance. Taekwondo Victoria has approved these measures as an effort to improve the experience for all Victorian Taekwondo athletes.

Coaches need to be aware that the competition will not be held up waiting for coaches. Athletes will be taken to the court and will play their match with or without a coach.  Safety issues will be managed by the referee as this is their primary role.

7th Dan Promotion
Well known Victorian Head Instructor Robert Schembri was today promoted to 7th Dan.The Grading was conducted by 9th Dan Master Instructor Mr Young Youl Oh at Schembri's Taekwondo Centre.
The Koryo Taekwondo Centre would like to congratulate Master Instructor Robert Schembri on his well deserved promotion.

President's Message

I thank and appreciate the support of our many and long-standing Head Instructors for the steady flow of membership renewals.  We have recently confirmed that both the Instructor and participant registrations are very much in line with and, possibly, even a little ahead of last year.  TA maintains our strong membership renewals and continues to represent the vast majority of Taekwondo participants throughout the country.

TA's membership structure now has voting membership vested in our State Associations and the Board is keen to support premier governance for these associations as our members.  In this, TA has asked each of the States to consider their constitutions and ensure that their structures are consistent with the National organistion.  In providing assistance to the state associations for their review of governance structures TA will assist in review and redevelopment of constitutions with each of the state bodies.  Our legal team have been preparing templates for the review and this will all be forwarded to State executives shortly for their consideration.  State members will be able to choose various structural options and TA will be assisting with drafting of documents to ensure costs of the process are minimised for the States.

The Board and I are also thrilled to announce the coming relationship with NIB Health Cover.  Once the promotion is released in a few weeks time our participants and their families will have access to an excellent discount package with a strong and stable provider of health insurance that will work to support the insurances already in place through TA membership.

NATIONALS CONFIRMED

The Board has finally been able to confirm the date and location for Nationals 2010!

There was much effort put in by many trying to bring Nationals to Victoria but venue limitations have, unfortunately, beaten us again in this regard for 2010 so the search went out for an alternative (with an acknowledgement of the efforts of Taekwondo Victoria in this).  TA's Board is pleased to now announce that the Nationals for 2010 will be held in . . . . . . . . .

CANBERRA - 22-24 October - Australian Institute of Sport, Belconnen

TA continues to try to bring Nationals back to Melbourne and will assist in working with venue providers to make this possible.

Sport Registrations

Sport registrations have been increasing and will result positive progression of programs in the future as well as better information for TA about participation trends and needs.  The photos on the cards have been well received by our athletes but have caused some small delays in processing where instructors have not included the photos with the registration forms.

Would all Instructors please make sure that all SPORTS registrations are accompanied by a passport size photo which is stuck to the top right hand corner of the page.  If you have photos outstanding, please endeavour to get them to Administration as soon as possible.

ACT Open Competition

Taekwondo Australia wants to clarify for members that the advertised ACT Open is an event that is being run outside the scope of Taekwondo Australia.  As such, this event is NOT sanctioned by Taekwondo Australia and will not be covered by insurances provided under the membership of Taekwondo Australia in regard to athlete, coach or referee participation

NIB Health

Taekwondo Australian is in the process of entering into arrangements with NIB Health Cover to provide discount health insurance available to all members of TA and their families.  Details of the coverage and discounts will be available within 6-8 weeks and will be sent to all Instructors and posted on the TA website.

Volunteers Grants Applied for by State and Local Associations

The 2010 Volunteers Grants have now closed and TA is aware that some State Associations and local clubs have applied, as has TA, for this excellent grant opportunity through the Federal Government's Department of Families.  Applications are all pending at this point and we are hopeful of being successful and for our State and local associations to be able to benefit from this program.

Sports Forum Well Prepared for 1 May

The National Sports Committee has been hard at work preparing for the Sports Forum to be hosted in Melbourne on Saturday 1 May.  Applications were sought for additional committee members for the NSC as part of an expansion program and the forum will be attended by current and new appointees as well as State representatives and the Athletes Commission representatives.  The forum's aim is the continued development of the National Sport Development Program which is already in the early roll-out stages and will progress further following the forum and submission to the Board for approval.  TA will be funding the State attendance at the forum.

ABC Radio NSW Targets Taekwondo for Feature

ABC Radio in NSW have a regular feature of lower profile sports and TA was pleased to be able to take part in an interview recently as part of this feature.  The program received an excellent report.

North Qld Games Taekwondo Huge Success

Taekwondo took part this month in the North Qld Games for the 2nd time with the event held in Cairns on 8-12 April.  The isolation of Nth Qld means that they have limited competition opportunity and Taekwondo Queensland contributed a significant investment in ensuring that the competition was conducted successfully, sending a squad of officials to assist.  The small taekwondo competition formed part of the larger event, which is recognised as the largest regional multi-sport event in the country with overall participation over 4,000.  The opening ceremony was launched by Games Ambassador, Olympic cycling Gold Medallist, Sarah Carrigan, and the event was opened by Qld Premier, Anna Bligh.  Sarah met some of the Taekwondo officials and one of the young competitors at the Games gala dinner and attended the Taekwondo event to see some of both of the technical and sparring event and returned in the afternoon to assist with medal presentations.  The event was strongly supported by Townsville instructor Denise Goodwin.  Well done Denise and TQ!

Website Show Sensational Results

According to the independent 'Alexa' organisation (www.alexa.com) who rank websites around the world Taekwondo websites within Australia have achieved sensational results.

TA members ATA-WA have achieved number 1 ranking (contragulations ATA) in the rankings!

TA's newly redeveloped site is currently ranked number 11 and rising!

Special congratulations to John Gradisar and the development company team for the work on the new site format.

(WTF site is ranked number 3)

Burundi Joins WTF as 191st Member Nation

Burundi has become the 191st member nation of the world’s taekwondo governing body.

On March 25, the Burundi Taekwondo Federation, headed by Mr. Sindayihebura Dismas, submitted necessary membership documents to the WTF Secretariat. After reviewing them, the WTF granted the African country a provisional membership status.

“We are happy to inform you that your federation’s application has been approved by the WTF and that your country from today will be able to participate in all WTF sanctioned and/or promoted events as a provisional member of the WTF,” the WTF said in a letter dated on March 30 to the president of the Burundi Taekwondo Federation.

Article 4 of the WTF Rules and Regulations stipulates that “Admittance to the WTF shall require the approval of the WTF Council and the General Assembly of the WTF. The national taekwondo associations applying for the membership of the WTF are required to present designated application documents to the WTF together with a letter of recognition from the pertinent National Olympic Committee, or in its absence, its highest national sport authority.”

It continues to say, “In addition, they are also required to hand in a letter pledging to dispatch at least two competitors, ideally one male and one female, but it has no voting right until it becomes a full member of the WTF.”

As a provisional member, Burundi, thus, can send its athletes to the 2nd WTF World Para-Taekwondo Championships to be held on May 11, 2010 in St. Petersburg, Russia.

The WTF will make a final decision on the African country’s full membership at its next Council and General Assembly meetings.

In terms of the number of membership, the WTF ranks among the top 10 of International Sports Federations. The 191 WTF membership breaks down to 49 for the European Taekwondo Union, 43 for the Asian Taekwondo Union, 44 for the African Taekwondo Union, 42 from the Pan American Taekwondo Union, and 13 for the Oceania Taekwondo Union.

T.V.I Sparring Competition

All competitors will be able to enter the competition online without current 2010 registration and insurance cards, however athletes need to have already lodged their 2010 registration application prior to competition.

We have disconnected the checkpoint on the online system so that all
competitors can bypass
this point. We will retrospectively check registrations
with TA at a later date.

We have amended the competition times for this weekends competition, this is inline with the competition times used last year. The information in the comp package was a typing error.

An OPEN LETTER to Sport Taekwondo Australia
Chairman – Steven Howard
Secretary General – John Kotsifas
Dear Sirs,
The President of the Australian Olympic Committee (AOC) has again urged both Taekwondo Australia
(TA) and Sport Taekwondo Australia (STA) to either resolve their dispute or agree to have it referred to
the Court of Arbitration for Sport (CAS) for final determination on the basis that each of the AOC and the
World Taekwondo Federation (WTF) agree to be bound by and implement the determinations of CAS.
TA has agreed to the settlement proposal advocated by the International Olympic Committee (IOC) and
agreed by the AOC. It is STA that still refuses to have this dispute referred for independent arbitration.
Whilst STA maintains that unacceptable position the Olympic future of our sport hangs in the balance.
Common sense dictates that the referral to CAS is the only way this dispute can be unequivocally
resolved. TA calls upon STA to do the right and proper thing and to formally accept the offer of the CAS
resolution put by the IOC and supported by the AOC. If STA seriously wishes to contend that it is
‘Athletes First’ then it has to put aside its own animosity towards TA and agree to submit to and be bound
by the ‘Umpire's’ decision which here is CAS.
The attached letter from John Coates is unambiguous and clear. That is, for the sake of the athletes refer
this dispute now to CAS. TA may or may not be successful before CAS but as an organisation will take
that risk to ensure our athletes are permitted to compete at Olympic level. It is time for STA to stop
prevaricating and state publically that it will participate in the IOC resolution plan. If it refuses to do then it
must explain to the countless Australian athletes who will suffer by there being an unresolved impasse
why they do not have the courage of their convictions to have an independent body finally resolve this
issue.
TA stands willing and able to resolve the dispute in the manner recommended by President Rogge.
Surely it is now time for STA to do the Australian thing and let the Umpire decide.
If you have a view on this please let both organisations know. Our respective email addresses are
keggar@bigpond.com for Taekwondo Australia
and
steven@howard-marketing.com for Sport Taekwondo Australia
TA will do our best to respond to all emails whether they be supportive or otherwise. We challenge STA
to do likewise.
Kind regards,
KATE EGGAR
Chief Executive Officer
CC – John Coates, President AOC; Dr Chongwon Choue, President WTF; The Hon Kate Ellis, Minister for Sport

Dear Mr Iskandar,
I am not in a position to comment on the issues raised in your latest email of 12
February and by Mr Howard in his of 10 February 2010.
I hope you can both agree with the suggestion of the IOC President, Jacques Rogge
that an agreement be found between your two bodies and failing that through mediation
at the level of the Court of Arbitration for Sport (CAS).
If you are unable to resolve your differences with the help of CAS mediation, I hope you
will both agree to refer the matter (i.e. which of your bodies does and should exercise
the real and specific sports activity of taekwondo in Australia) to CAS arbitration for final
settlement, in which case you know the AOC will agree to participate with the WTF, as
interested parties, and be bound by the determination.
Yours sincerely
John Coates

and IOC Executive Board Member

WTF Signs Recognition Contract with Daedo on Electronic Protectors

The World Taekwondo Federation signed a recognition contract with Daedo
International on electronic protectors at the headquarters of the WTF in Seoul
on Feb. 2, 2010.

The term of the contract is three years. With the signing, Daedo International,
whose headquarters are located in Barcelona, Spain, became the second company
whose electronic protector products were recognized by the WTF, after LaJUST.
The WTF
linked its first electronic protector recognition contract with LaJUST on Sept.
11, 2006.

The contract was signed between WTF Secretary General Jin Suk Yang and
Mr. Chuen Wook Park, president of Daedo International, at the WTF office in Seoul.

Daedo attended the 2nd WTF-organized demonstration of electronic protectors in
Seoul, Korea on March 25, 2006. It also participated in the third and fourth electronic protector demonstrations on January 2007 and May 2009, respectively.

As part of its ceaseless efforts to ensure fair judging and refereeing, the WTF set
up an ad-hoc Electronic Protector Committee in July 2005.

For the first time ever in its World Championships, the WTF used electronic protectors
at the 19th World Taekwondo Championships in October 2009 in Copenhagen, Denmark.

The WTF will also use electronic protectors at the upcoming World Qualification Tournament for the 1st Youth Olympic Games on March 3-5 and the 8th WTF World
Junior Taekwondo Championships on March 6-9, 2010, both will be held in Tijuana, Mexico. LaJUST electronic protectors will be used at both events.

Important Board Announcement Regarding Youth
Olympic Games

Taekwondo Australia (TA) has today agreed, at the invitation of Mr John Coates, the President of the Australian Olympic Committee (AOC), to participate in a further
mediation with Sports Taekwondo Australia (STA) at the suggestion of the President
of the International Olympic Committee, President Jacques Rogge. In the event that mediation fails the matter is then to be referred to the Court of Arbitration for Sport (CAS) for final resolution. It is on this basis that TA has agreed to participate in the further mediation subject to the proviso that in the event of there being no resolution that CAS will ultimately determine the dispute between TA, AOC, STA and the World Taekwondo Federation (WTF).

Whilst it is the practice of the TA Board to resist the temptation to respond to the numerous announcements made on the STA website, we feel constrained to formally state our position with respect to the eligibility of athletes to attend and represent Australia at the Youth Olympic Games (YOG) in Tijuana, Mexico. The latest
announcement from STA purports to state that it is STA, with the imprimatur of WTF alone that can select athletes to compete for Australia in the YOG in Tijuana. That is a fundamentally misconceived and wrong position. It does STA no credit to continue to broadcast such statements.

The fact is that this is an Olympic event. It is the AOC, and the AOC alone, that determines whether Australia is represented at the YOG. As STA and unfortunately the WTF refuse to accept the decision of the AOC which is that TA, and TA alone, select
the players for the YOG event in Tijuana then it is probable that Australia will not be represented at the YOG.

Whilst that will cause great grief to many of us TA fully understands and accepts the basis for the position put by the AOC. TA remains entirely supportive of the position
being put by the AOC in this regard. It is the AOC that must control selection for
Olympic events and until that fact is accepted and acknowledged by STA and WTF
there is the real prospect that our athletes will not be representing Australia at Olympic events.

It is for this reason that your Board has unanimously resolved to accept the invitation from President Rogge and participate in the further mediation and if that fails to have the matter referred for final determination to CAS. TA remains completely committed to making Taekwondo the best sport it can be and to provide pathways for our young athletes to compete on the world stage in both Olympic and WTF sanctioned events.

STA need only withdraw from this process and acknowledge that the team for YOG is
to be that as selected by TA with input from AOC to enable Australia’s participation
in the YOG to be assured. As we do not expect that to occur you may rest assured
that we will use our best endeavours to facilitate the process as suggested by
President Rogge to hopefully enable there to be a solution to this ongoing dispute so
as to enable our young athletes better opportunities to perform at the highest level.

XV11 Mediterranean 2013 Games

To mark taekwondo’s inclusion in the program of the 2013 Mediterranean Games, WTF President Chungwon Choue held a press conference at the Greek Olympic Committee building in Athens, Greece on Dec. 4, 2009.

Taekwondo was included on the official program of the 2013 Mediterranean Games on Oct. 25, 2009.

Due to the increasing popularity of taekwondo in the Mediterranean region, the Mediterranean Taekwondo Union was formed under the WTF, with Mr. Driss El-Hilali of Morocco as president and Secretary General Mr. Michalis Fysentzidis of Greece, who also attended the press conference, together with Gen. Ahmed Fouly, a WTF vice president. The MTU held the 1st Mediterranean Taekwondo Cup in Rabat, Morocco May 8-10 this year.

Dr. Choue thanked Mr. El-Hilali and Mr. Fysentzidis for all their work to make taekwondo an official sport for the Mediterranean Games in 2013. Dr. Choue also pointed out that taekwondo also recently have been made an official sport for the Universiade starting 2017.

The Greek Taekwondo Federation has vast experience of competition organization such as the 2004 Olympic Games. Dr. Choue stated that he believes that taekwondo at the 2013 Mediterranean Games will be one of the most successful sports at the Games.

WTF President Choue believes taekwondo was chosen as an official sport for the 2013 Mediterranean Games due to the fact that taekwondo has been evolving constantly with the ambition to become the most exciting and transparent sport.

For instance at the 2009 WTF World Taekwondo Championships held in Copenhagen, Denmark, WTF introduced electronic body protectors and also adopted an instant video replay system, which has ensured that coaches and athletes can have a fair opportunity to request for review of the referee’s decisions.

Dr. Choue also thanked Mr. Nikos Thomaidis, president of the Greek Taekwondo Federation, for his dedication to the development and spreading of taekwondo in Greece.

Our Last Koryo Grading for 2009
Once again we had a very successful grading which was mainly due to the work preformed by Joyce, Carl, Damien, Ivana, Andrea, Lee, Alan, Evie and Tina.
This was one of the biggest grading's we have held as we had two courts operating from around 9.30am to 5pm.
Lusia Da Silva after a flawless performance gained her 2nd Dan promotion, whilst Sammy Scaffidi and Jessica Williams were both promoted to 1st Dan after completing their grading with flying colours.
The attitude displayed by our members and their parents during the long day also contributed to the success of the grading.
Well Done Everybody.

POOMSAE SQUAD INVITATION – OPEN CHALLENGE CUP

21st November 2009

Dear Team Victoria Member

We are pleased to invite you to be part of the Australian Poomsae Team
to compete at the 2010 Open Challenge Cup (OCC) in Tongeren, Belgium.
his event is only open to Team Victoria members in 2010. We would also like
to welcome parents who may wish to travel with competitors.  The Open
Challenge Cup has been selected as it is a very high standard competition,
with teams from over 25 countries.
The OCC website www.challengecup.be has full details.

Each club wanting to send athletes to the Open Challenge Cup must nominate
an adult trip co-ordinator to act as the point of contact for that club. This may
or may not be the Head Instructor of the club. Ideally the trip co-ordinator will
be travelling to Belgium with the team. If the club wants to send an athlete in
the 11-13 (Aspirant) or 14-17 (Junior) divisions, they must also send an
accompanying adult who could be the trip co-ordinator. Guardianship forms are
available through the Team Manager.

The Purpose of this trip is multi faceted.  The tour is designed to facilitate growth
in the individual beyond the scope of the competition, including exposure
to another culture, experiencing the benefits and responsibilities of being
part of a team and/or cementing friendships and positive team culture. Athletes
are expected to stay in the Team’s accommodation facilities, however, travel
can be with the group or independently arranged. Athletes are subject to team
rules and regulations and are under the direction of the coaching staff at all
times during the trip. All team activities including training, coaching and
information sessions are compulsory. Parents are asked to support the
coaching staff by discussing these points with athletes and being positive
role models.

All athletes, parents and support staff will be expected to uphold the highest
standards of behaviour. We are all representing Taekwondo Victoria, and
are expected to promote Taekwondo and good sportsmanship at all times
in every deed, word and action. While we encourage parents to be involved
in the tour, it is important that parents understand that the coaches have
the final say on the team timetable and training schedules.  It is important to
the coaching staff that the tour is a positive experience for every participant.

If you have any questions with regard to this trip please feel free
to email them to the Team Manager at chris.poppins@optusnet.com.au ours sincerely

Chris Poppins

The World Taekwondo Tour 2009 Mexico, which will take place at the Palacio de los Deportes, will draw 16 top athletes, mostly Olympic and World Championship medal winners.

The WTF-promoted event is aimed at entertaining spectators and TV viewers by displaying the spectacular techniques of takwondo. The WTF hopes the event can be further developed into professional taekwondo competitions.

The WTF originally planned to hold the event in Mexico City on May 2, 2009, but was put off due to the outbreak of the swine flu.

The one-day event, which has drawn great interest from international media, especially TV, will feature four weight categories: the men’s -58kg, the men’s -68kg, the men’s -80kg, and the women’s -57kg.

Four athletes will compete in each weight division for top prize of U.S.$20,000. The silver medalist will take home $10,000 in prize money, while two bronze-medal winners will earn $5,000.

Competitors in the men’s -58kg weight division are Brazil’s Marcio Ferreira, the silver medalist at the 2005 World Taekwondo Championships; the Dominican Republic’s Gabriel Mercedes, the silver medalist at the 2008 Beijing Olympic Games; Mexico’s Damian Villa, the silver medalist at the 2009 World Taekwondo Championships; and Spain’s Joel Gonzalez Bonilla, the gold medalist at the 2009 World taekwondo Championships.

In the men’s -68kg weight category, Iran’s Mohammad Bagheri, the gold medalist at the 2009 World Taekwondo Championships will compete for top honors with Mexico’s Idulio Islas, the silver medalist at the 2009 World Taekwondo Championships; Germany’s Daniel Manz, the silver medalist at the 2008 CISM Championships; and Canada’s Maxim Potvin, the silver medalist at the 2009 World Taekwondo Championships.

The United States’ Steven Lopez, the gold medalist both at the 2000 and 2004 Olympic Games, and the five-time champion at the World Taekwondo Championships, will vie for the top honors in the men’s -80kg weight division with Great Britain’s Aaron Cook, the gold medalist at the 2008 World Junior Taekwondo Championships and the fifth placer at the 2008 Beijing Olympic Games; Iran’s Farzad Abdolahi, the quarterfinalist at the 2009 World Taekwondo Championships; and Korea’s Jung-ho Park, the gold medalist at the 2004 Asia Taekwondo Championships.

In the women’s -57kg weight category, Korea’s Su-jeong Lim, the gold medalist both at the 2008 Beijing Olympic Games and the 2009 World Taekwondo Championships, will compete with the United States’ Diana Lopez, the bronze medalist at the 2008 Beijing Olympic Games; Spain’s Andrea Rica Taboada, the bronze medalist at the 2009 World Taekwondo Championships; and Guatemala’s Euda Carias Morales, the bronze medalist at the 2009 World Taekwondo Championships.

The WTF Competition Rules will apply to the inaugural World Taekwondo Tour 2009 Mexico, with some modifications. A single elimination tournament system will be applied.

Electronic body protectors and an instant video replay system will not be introduced to the event and there will be no protest process. The fourth sudden-death round will be held with no time limit until the winner is decided by golden point.

Rules on valid points may be modified to encourage the athletes to attempt more spectacular techniques.

The 10-second rule will be strictly applied. Under the strict 10-second rule, each contestant inactive for 10 seconds after the last execution of techniques will be given a 10-second violation penalty and if a contestant receives four 10-second violation penalties, the concerned contestant will be disqualified from the contest and declared as a loser.

The opening ceremony of the World Taekwondo Tour 2009 Mexico will begin at 4 p.m. on Nov. 14, with the semifinal and final matches scheduled for 5 p.m and 7 p.m., respectively.

Development Squad Members Invited to 2009 French Open

The National Sports Committee (NSC) is pleased to confirm substantial interest for the 2009 French Open and for this reason we can confirm that TA will be sending a Development Squad to the event. As you may be aware the French Open was targeted as a strategic event for those members who placed 1st, 2nd, and in some cases 3rd (if deemed internationally capable) at the 2009 Taekwondo National Championships.
The NSC wishes to advise athletes and coaches that consideration will still be given to those who have yet to submit the appropriate paper work and the NSC also invites the recent World Championships Team and any other athlete who in the recent past has represented Australia but could not attend the National Championships.
Approval may be given to athletes and coaches to attend the Development Squad but however this does not mean funding will be forthcoming. TA would like its members to understand that in the current financial and political climate funding is particularly hard to come by. However we understand that avenues for high performance improvement must still be offered even if it is at the member's expense. TA has successfully establish highly desirable international networks that will bring the best value for money experience for all our members.
The French open will be held on the weekend of 5th and 6th of December 2009. Address Stade Pierre de coubertin 82 avenue georges lafont Paris 16eme
The competition will contest the following Olympic Weight divisions:
Male
58kg and under
58kg -68kg
68kg - 80kg
80kg and over
Female
49kg and Under
49kg - 57kg
57kg - 67kg
67kg and over
For more information please contact our International Events Manager, Gordon Twadell at gordonregina@optusnet.com.au or telephone 03 9703 0788.
On receipt of your confirmation of interest Gordon will send all relevant information. It is important that members make their decision on attendance promptly as unfortunately we are short on time.

Youth Olympic Games Qualification Selection Competition for Australian Team

Taekwondo Australia confirms that the selection competition for the Australian representative team for the WTF World Qualification Tournament for Youth Olympic Games (YOG) is to be held at Aqualink Box Hill, Surrey Drive Boxhill Victoria on Sunday 6th December 2009. Athletes born between 1 January 1993 and 31 December 1994 (16 - 17 year old in 2010) will be able to contest the event.
The event will contest the five Male and Female Youth Weight Divisions (as per information below), however only three Male and Female divisions will be selected to contest the YOG Qualification competition in Mexico. The successful male and female athletes will be determined after the competition and will be selected in accordance with the national selection criteria. The Selection Criteria and competition package will be available shortly to assist coaches and athletes with planning.
Men's Divisions:
Under 48 kg
48 kg - 55 kg
55 kg - 63 kg
63 kg - 73 kg
Over 73 kg
Women's Divisions:
Under 44 kg
44 kg - 49 kg
49 kg - 55 kg
55 kg - 63 kg
Over 63 kg
Athletes will have to place in the top six in their division to qualify for the Youth Olympic Games in Singapore. Australia has a maximum allocation of one male and one female contestant for the Taekwondo event. This means more athletes could qualify than we have an allocation for. For this reason an Australian Olympic Committee/TA Selection Policy will be used to determine which athletes will fill the final positions.
Athletes can contest both the Youth Olympic Games selection competition in Melbourne and the World Junior Championships competition in Perth. However even if an athlete wins a selection in both competitions, the likely hood of being able to represent Australia at both international events may be almost impossible due to there being only 3 days between events. See competition dates below.
The WTF World Qualification Tournament for Youth Olympic Games will be held in Tijuana, Mexico on March 3 - 4, 2010.
The World Junior Championships will be held in Tijuana, Mexico on March 6 - 9, 2010
Singapore will be hosting the 2010 Youth Olympic Games August 14-16, 2010. The event is expected to attract 3,600 athletes and 800 officials from 205 National Olympic Committees, along with an estimated 800 media representatives, 20,000 local and international volunteers and more than 500,000 spectators. Young athletes between 14 and 18 years of age will compete in 26 sports and take part in Culture and Education Programs.

Koryo Shepparton Grading
We had a very special grading in Shepparton on Sunday the 8th November as we had 4 of our members promoted to Black Belts.
Brendan Leeder and Wayne Van Den Tol were promoted to 1st Dan with Stacy Moutafis and Claudia Rachele being promoted to 1st Pum.
It was quite an emotional grading for Shepparton Chief Instructor Sammy Rachele as not only did he have four of his members promoted to Black Belts but one of those students just happened to be Claudia Rachele who is one of Sammys daughters.
From my point of view it was one of the best grading I have attended as Sammy show us all just how proud and happy he was to have four of his members achieve their Black Belts. Well done Sammy.

Victorian Junior Poomsae Selections
Well what a successful day we had, as our Junior Poomsae Team excelled winning 54 Gold, 20 Silver and 13 Bronze Medals.
This has been an extraordinary achievement for our Junior Team, as to win so many medals at a major competition is just so hard to do.
We can all be just so proud of each and every member of our Team for stepping over the line and competing.
I would also like to thank Joyce for looking after our Team during the day along with Paul and Spiro for Judging. Thank you to all those people who helped out during the day as well as the Parents for their great support.

WTF Council Members

Presidents of WTF Member National Associations

Re: Taekwondo in the 2016 Olympic Games

Dear beloved Taekwondo Family, WTF Council Members, and Presidents of WTF Member National Association:
I am pleased to share the good news that the International Olympic Committee (IOC) Executive Board proposed yesterday the list of 26 core sports and 2 additional sports, golf and rugby, to be included in the 2016 Olympic Programme.h
With the news, I assure you that Taekwondo as one of the 26 "core" sports is officially on the Olympic Programme for both London 2012 AND the 2016 Games, putting an end to the controversy on this issue.

I wish to dedicate this moment of triumph to all our taekwondo family who devoted their time and effort for the promotion of the sport of taekwondo and development of taekwondo as an Olympic sport.  I will commit myself to further enhancement of taekwondo in each member national association on this meaningful occasion.

As the President of the WTF, I thank you for working with us for the cause of taekwondo, which, I believe, are being rewarded with great pride and joy.  I express my heartfelt appreciation to your ceaseless support and cooperation.  Let us enjoy the victory we have achieved together.

Yours Sincerely,
Chungwon Choue

President

Taekwondo Australia loses two wonderful members who will be sadly missed by all that knew them.

Mr Shin Boo Kim
It is with great sadness and a heavy heart that we announce the sudden passing of Mr Shin Boo Kim from Western Australia. Mr Kim came to WA in the early 1970’s and was credited as one of the early pioneers who started a strong and continuous Taekwondo following in WA and he made the South West of WA his vast home base. He had achieved much in his lifelong journey, his most notable when he was awarded best poomsae international referee judge at the 2007 WTF world poomsae championships. He had produced a number of national players both in sparring and in poomsae in the Australian teams that contested the WTF world championships, himself being appointed Deputy Head Poomsae coach and Team Manager in a number of Australian national teams. Mr Kim was a gentleman and he would always have time for anybody, be they new students to experienced players or members or even his fellow colleagues in Taekwondo teaching, coaching or instructing. He was very passionate about his Taekwondo, in particular as WA’s Technical Director he was instrumental in implementing a program to promote, develop and standardise Taekwondo techniques in poomsae, a field he has no peers in WA. He set the standard in WA for poomsae and poomsae judging. Even in his advanced age, his skill levels and techniques execution were still in prime form. He was very well liked by all and had such a calm manner about him and an outlook in life that one could only respect this man who was brim full of excellent Taekwondo values, martial arts spirit and the love of Taekwondo. He was always there helping out at tournaments from club to state and national tournaments in any capacity. His lifelong partner and wife, Mrs Kim would always be by his side, and the loving pair was always seen together. His Taekwondo members will remember him and will sorely miss him, his presence and his smile and his constant checks to make sure everything was alright. The Taekwondo community in WA will miss this gentleman and his presence. Mr Kim, we salute you, .. Yes siree. May you rest in peace. Your son and your members will continue on your Taekwondo teachings and your legacy. Taekwondo Australia extends its deepest sympathies to his wife Mrs Kim, son Harry and Aleisha.

Mr Mario Rejtano
It is with deep regret that we announce the sudden passing of Mario Rejtano (44) who was the Head Instructor of ASP Taekwondo in Bundaberg, Queensland. Mario contributed greatly to Taekwondo in Queensland following a significant history in NSW and was friendly, approachable and always lots of fun.  He has always had a smile for everyone, even when as a coach he may have had some on-court 'concerns'.  He was passionate about his athletes and his club and about taekwondo and Taekwondo Australia.  He was an active coach, International Referee and a strong community contributor.  Bundaberg had an unusually high taekwondo profile thanks to Mario and his work with frequent media coverage of taekwondo activities and a strong network within the local education community.  Mario was a passionate family man and an asset to the community and to taekwondo and will be sadly missed.  Taekwondo Australia extends its deepest sympathies to his wife Penny and daughters Brittney, Maddison and Montanah.

Electronic Protectors
Under leadership of the President, WTF formed a special ad-hoc committee for Electronic Protectors whose mission was to intensively analyze the status of electronic protectors and recommend future policy of WTF.

Following a series of meetings and studies, the ad-hoc committee recommended that the WTF take initiative to use WTF-approved electronic protector at the 2009 WTF World Cup Taekwondo Team Championships and 1st WTF World Para-Taekwondo Championships, subject to post-evaluation of the ad-hoc committee and its working group to determine whether or not to use electronic protectors at the future WTF-promoted championships.
The next meeting of ad-hoc committee and its working group will be held on May 6, 2009 in Lausanne, Switzerland where other companies producing electronic protectors will be invited to demonstrate their systems to the members of ad-hoc committee and its working group.
WTF will be continually striving to apply the most effective system to taekwondo competitions for the fairness of the sport.

Jin Suk Yang
Secretary General WTF
